De 2000 à 2004, il est ambassadeur en Belgique et au Luxembourg et Représentant personnel du Premier ministre du Canada auprès de l’Organisation internationale de la Francophonie (OIF). Il a été, en 2005 nommé ambassadeur au Changement climatique. En avril 2008, il devient Président du Comité organisateur du Sommet de la Francophonie tenu à Quebec en octobre 2008 et a , jusqu'en novembre 2010,assumé la présidence de la Commission politique de l'OIF Depuis janvier 2011,il est Conseiller spécial de SE Michaëlle Jean, Envoyée spéciale de l'UNESCO pour Haïti. Il est membre associé de l’Institut Québécois des hautes études internationales.
