- Canadien,originaire de Lévis au Québec, Jacques Bilodeau a été diplomate de carrière. Ses fonctions l'ont mené à Cuba, au Ghana, en Grèce, à Paris. Directeur en 1984 des affaires de l’Afrique francophone au MAE il s’est ensuite retrouvé à Rome comme ministre-conseiller.En 1990 il est am bassadeur au Sénégal et en Guinée, Guinée-Bissau, Gambie, Cap-Vert et Mauritanie.Il est en 1994 nommé conseiller diplomatique du Ministre des Affaires étrangères. Il devient,Haut Commissaire-adjoint à Londres en 1996. De 2000 à 2004, il est ambassadeur en Belgique et au Luxembourg et Représentant personnel du Premier ministre du Canada auprès de l’Organisation internationale de la Francophonie (OIF). Il a été, en 2005 nommé ambassadeur au Changement climatique. En avril 2008, il devient Président du Comité organisateur du Sommet de la Francophonie tenu à Quebec en octobre 2008 et a , jusqu'en novembre 2010,assumé la présidence de la Commission politique de l'OIF Depuis janvier 2011,il est Conseiller spécial de SE Michaëlle Jean, Envoyée spéciale de l'UNESCO pour Haïti. Il est membre associé de l’Institut Québécois des hautes études internationales.
